Capture and Proposal Manager
Gnostech, a growing technology solutions company, has an opening to support our growing engineering business. This position requires a motivated individual who seeks to work in a team environment where creative solutions are encouraged, and technical challenges are the norm.
We are seeking a Capture & Proposal Manager to join our team who will be responsible for moving opportunities through the capture management process and proposal process by working closely with multiple teams of subject matter experts. This is a full-time position. Responsibilities and Qualifications will include but are not limited to:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Participate in growth strategy
- Identify and qualify contracting opportunities in line with the corporate growth strategy.
- Research new opportunities, teaming options, likely competitors, pricing history, and develop data analytics for various contracts. Brief and provide presentation research and business intelligence to Capture and Proposal team.
- Recommend capture strategies and tactics to help increase Pwin.
- Establish and maintain relationships with customers and partners/suppliers
- Learn and understand Gnostech’s capabilities, solutions/products, and skillsets with the goal of being able to convey this knowledge concisely to the government and industry partners.
- Engage in capture planning process and contribute to bidding strategy development
- Populate, validate, and update the capture plan
- Track all contracting opportunities and keep senior management appraised on changes
- Hold reviews to ensure capture process is moving forward
- Develop opportunity, key relationships, intelligence, strategy, and actions
- Participate in proposal development activities to include:
- Develop and review proposal strategies and win themes with the Proposal Management Team
- Facilitate writing, editing, and rewriting efforts
- Direct proposal efforts and personnel and engage on Color Teams
- Communicate proposal requirements and status to senior management along with teaming partners
- Develop and manage proposal response schedule and engage in proposal knowledge management processes
- Be accountable for compliance and control proposal activities against RFP’s requirements
- Customize customer references and resumes to reflect the specific criteria and requirements in the RFP
- Monitor all amendments and modifications to the RFP
- Organize writing, graphics, publication, reviews/gates
- Lead and act as a key contributor to the writing team
- Work within Gnostech’s small business structure and be prepared to contribute in an “all hands on deck” small business environment. Identify areas and tasks which require additional support and jump in without hesitation. Be prepared to “roll up your sleeves”.
- The ability to obtain and maintain a Secret U.S. Security Clearance is required.
SUPERVISORY RESPONSIBILITIES
- The position does not have any supervisory responsibilities.

KNOWLEDGE AND SKILLS
- To perform this job successfully, an individual should have very good working knowledge of Microsoft Office products to include SharePoint and Teams Adobe products, CRM tools such as GovWin, Defense Industry and Government knowledge. Must be familiar with FAR-based contract vehicles to include the agile acquisition framework.
LOCATION
Flexibility for the position to be located at one of the following Gnostech, LLC company locations:
- Philadelphia, PA
- Patuxent River, MD
EDUCATION and/or EXPERIENCE
- BS/BA degree is required (English, Business, Engineering or Marketing is strongly preferred)
- 10+ years of business development experience, capture management, and/or technical sales experience within the Federal and Defense Contracting Industry. Preference will be given to individuals with a Navy engineering, technology, and/or acquisition background.
- 5 years of proposal writing or 7 years of professional/technical writing
- 10+ years of experience managing and tasking diverse teams of various experience levels
- Direct experience working for/with the DoD is required
- Knowledge of defense contractor procurement environment and acquisition strategy related to services and products
LANGUAGE AND INTERPERSONAL SKILLS
- Ability to read, analyze, and interpret general business periodicals, understanding of military systems and operations, professional journals, technical procedures, or governmental regulations.
REASONING ABILITY
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
